Brazil: Open tender to operate the 4 lottery modalities

This Friday, March 1st, Lottopar published Notice 01/2024 - Passive and Prognostic Lottery Modalities for accreditation to hire qualified legal persons for the common concession of the exploitation of the lottery modalities of numerical predictions, passive, sports predictions and specific prognosis, in physical and/or virtual media. The Public Notice can be consulted at this link, at www.loteriasdoparana.pr.gov.br, on the Paraná State Purchasing Portal and on the Paraná State Transparency Portal.

In this qualification phase, interested parties must submit the documentation required in the public notice, which will be analysed by Lottopar's Special Accreditation Commission. All the stages of the public notice will be conducted by this Paraná State Lottery Commission with the support of B3 S.A. - Brasil, Bolsa, Balcão. After analysing the documents, the companies that qualify will be able to sign the accreditation agreement.

Once accredited, they must prove their operational capacity, as well as submit guarantees for the execution of the contract and payment of the fixed grant of usd 25 million, per qualified company and covering the four lottery modalities in the Public Notice. Regardless of whether the company is going to operate the two compulsory modalities or the four modalities in this public notice, the amount of the fixed grant remains the same.

B3 is also providing support to Lottopar's Special Accreditation Commission in its documentary analyses. The signing of the contract and issuing of the service order will take place at the Stock Exchange's headquarters in São Paulo in June.

"In the continuity of our planning, after launching the instant and fixed-odds modalities, we are now launching prognostics and passive. We want to attract serious, reputable companies with guarantees that they will provide a lottery service with the highest standards of quality and security. The tender requirements are based on market studies and current federal and state legislation," said Lottopar's CEO, Daniel Romanowski.

LOTTERY MODALITIES - This public notice covers four lottery modalities and the groups interested in being accredited must operate two modalities, which are Numerical Predictions and Passive Species. The other two types of lottery will be left to the company that receives the concession to operate them.

Numerical predictions are lottery games in which the player tries to predict which numbers will be drawn in the competition. The passive type is the lottery modality in which the player buys the ticket already numbered, in physical (printed) or virtual (electronic) form. The specific prognosis is the lottery modality in which the player indicates numbers from a set of prognoses on whole numbers and possibly the symbol or name of a sports organisation, contained in the printed or virtual cards of the electronic channels. Sports predictions are lottery games in which the player tries to predict the outcome of sporting events.

SECURITY - As is already the case with fixed-odds lottery betting and instant lottery betting, companies wishing to operate in Paraná with lottery sports betting, specific betting, numerical predictions and passive betting must connect to Lottopar's Management and Payment Platform and offer lottery services only within the jurisdiction of the state of Paraná.
