Brazil: Renan postpones vote on bill that increases taxation on bets and fintechs after warning about lack of votes

(Brasília).- The Senate’s Economic Affairs Committee (CAE) canceled the session scheduled for this Tuesday, the 18th, in which Bill 5473/2025 was set to be voted on. The proposal doubles the tax on bets, raising the rate from 12% to 24%, and increases the Social Contribution on Net Profit (CSLL) applied to fintechs.
The postponement occurred after the committee’s president, Renan Calheiros (MDB-AL), was informed that the president of the Chamber of Deputies, Hugo Motta (Republicanos-PB), does not intend to bring the text to a vote due to a lack of sufficient support in the House. The warning was relayed to Renan by the Senate president, Davi Alcolumbre (União-AP).
Faced with the impasse, the plan is to postpone the CAE vote to next week, while negotiations continue to try to persuade Motta to take the bill to the Chamber’s floor.
The bill’s rapporteur, Senator Eduardo Braga (MDB-AM), negotiated adjustments with the Ministry of Finance but decided to hold off on presenting the supplementary report until a new date is set.
One of the main points of resistance is the increase in taxation on bets. Party blocs such as PP and PL oppose the measure, arguing that raising the rate could discourage innovation in the sector.
The bill also incorporates demands that Renan Calheiros sought to include in the proposal to expand the income tax exemption bracket. In addition to raising taxes on bets and fintechs, the text creates a debt refinancing program with the Federal Revenue Service and the Office of the Attorney General of the National Treasury, aimed at low-income individuals.
