Chile: Voting on the online betting project advances

(Santiago de Chile).- The project, in the first constitutional procedure, seeks to regulate the operation of online betting platforms or online betting from the Chamber of Deputies, where various indications to the text are approved.

The Economic Commission of the Chamber of Deputies and Deputies continued with the discussion and voting in particular on the project (bulletin 14838), which perfects the regulation of the online betting market.

The text seeks to regulate this new medium, giving rise to a competitive market in which various actors, both local and foreign, participate, which can generate an attractive offer of various types of games of chance for users.

At this level, it seeks to safeguard public faith, since the authority, with the appropriate tools, is required to give certainty, through the legal system to all users, that there is a reasonable probability and previously established by this, of obtaining a prize and collect it. The same, in case of doubts of the users, that it can be verified if indeed in a particular move, the operator complied with the current regulations.

In the last session, the parliamentary group chaired by deputy Miguel Mellado (RN), analyzed and discovered various indications to the articles.

One of them, presented by the Executive, refers to the conditions of the users. It is established that each natural person may have only one account on each Online Betting Platform.

Likewise, the role of certifying entities, bodies authorized by the Superintendence of Gaming Casinos to verify compliance with legal requirements, was defined. These entities will also review the regulations and technical standards required for the operation of the Online Betting Platform. They will also verify the gaming systems and implements in order to prevent the development of pathologies related to this activity.

In addition, the conformation of a list of people who cannot maintain a betting account was established. In this line, an indication of the deputy Flor Weisse (UDI) was approved, which establishes that all those who are debtors of alimony cannot open a betting account.

Likewise, an indication of the deputy Alejandro Bernales (PL) on the obligation of companies to inform their final beneficiaries was approved.

Gambling and Responsible Gaming

In addition, another indication was approved aimed at strengthening financing regulations and promoting responsible gambling. This establishes conditions to be able to place an online bet.

It was also approved that the user must point out his behavior or gambling pattern, in the terms provided by the Superintendency, in order to promote responsible gambling when creating a betting account on an Online Betting Platform.

Likewise, these platforms will be required to have certified mechanisms for monitoring user accounts, to generate alerts in the event of deviation from gaming patterns and inform the user of said situation. Notwithstanding the foregoing, the Superintendency may establish alert signals regarding common risky patterns that deviate from the conduct indicated by the user.
