Despite the court decision, betting sites continue to operate in Rio de Janeiro

(Rio de Janeiro).- Although the Federal Court ordered the National Telecommunications Agency (Anatel) to suspend the websites of sports betting companies in Rio de Janeiro, the portals remain active in the state. Companies in the sector point to a lack of technological capacity to block websites in just one state.
Anatel claimed that it sent the court decision to 600 providers operating in Rio de Janeiro, and that it has still received responses to the notifications. “Possible difficulties in complying with the decision are related to technical issues,” stated the agency.
According to companies in the sector, operators do not have the technological capacity to block websites in just one state in the country, which would make compliance with the court order unfeasible. Anatel and companies in the sector are trying to overturn the decision of judge Pablo Zuniga, of the Federal Regional Court of the 1st Region, handed down three weeks ago.
The process was initiated at the request of Loterj, Rio de Janeiro's state lottery agency, alleging irregular activity by sports betting companies in the state. The municipality launched a notice in Rio de Janeiro and has already authorized some companies. The grant was R$5 million. The matter has generated questions from other states and also from the Ministry of Finance.
In addition to asking for a value lower than the R$30 million set by the federal government, the Rio de Janeiro model allows for some flexibility. For example: companies can declare that they are in Rio de Janeiro, but operate throughout the country, without meeting the regionality criteria. Loterj says it is supported by STF decisions.
