Government defines rules for slot machines, crash, roulette and other online bets

(San Pablo).- A decree published this Wednesday (31) classifies modalities in the online games category, legalized by the betting law. Games such as airplane and tiger games can be offered if they meet the established rules.
The Ministry of Finance published an ordinance on Wednesday (31) that defines the rules for operators to offer slot games, popularly known as slot machines, crash games, roulette and other online gambling games. According to the established rules, games such as the tiger and the airplane games may be offered.
The ordinance also defines a minimum RTP (Return to Player) of 85%. This means that if the operator collects, for example, USD 17,700in bets, it must distribute at least USD 15,000 in prizes. The remaining 15% will be the company's profit.
As anticipated by g1, only companies certified to operate in Brazil will be able to offer the games that are currently offered on websites hosted abroad. Operators that are authorized to operate legally will have addresses ending in bet.br.
So far, only five companies have requested authorization: Kaizen (owner of the Betano brand), MMD Tecnologia, Ventmear Brasil, Big Brazil Tecnologia and SPRBTBR.
The ordinance:
-Defines that the outcome of the online game is determined by the outcome of a random future event, from a random generator of numbers, symbols, figures or objects;
-Defines that online games must indicate, at the time of the bet, the multiplication factor that determines how much the bettor will receive if he wins;
-Offer the payout table, indicating all the possibilities of winnings for the bettor before the bet;
-Determines that the platform clearly informs all the games available for betting and what the bettor can win with each one;
-Determines that the bettor cannot be forced to bet just by selecting a game theme. The bettor must be allowed to return to the initial menu or theme selection screen without having made any bet;
-No bet can leave the bettor with a negative balance;
-The platform must show the bettor how many credits he has at any given time for bets to be made;
-It determines that a bettor who is inactive for 30 minutes must be considered to have left the game;
-It prohibits games from being offered in physical format, such as slot machines, which remain prohibited;
The text was the most anticipated by the betting sector because, according to Magnho José, president of the Legal Game Institute (IJL), online games represent more than 60% of the revenue of this market. "And, depending on what was written, the sites would decide whether to obtain a license to operate in the country".
The sector believes that games such as Fortune Tiger, known as the tiger game, fall into the category of online games.
The duties of the applications
According to the ordinance, the betting application must provide some information about the online game, such as:
-The rules of the game and the payout table must be clear and fair, without misleading the players.
-The help screen must be available without the need to make a deposit or bet.
-Information about minimum, maximum and other bets should be clear.
-The paytable should be displayed at the beginning and available throughout the game.
-The prizes should not change after the bet is placed.
-If there are multipliers, it should be clear when they apply.
-The game art should clearly explain how to win prizes, including the order and amount of symbols required.
-The game should not promise future wins, such as “triple payout soon”, due to randomness.
