(Indianapolis).- A proposal to expand Indiana’s gaming market moved a step closer to reality this week after the state Senate narrowly approved House Bill 1038, paving the way for a potential new casino development in the northeast region of the state.

The measure passed with a 26-22 vote and authorizes the issuance of a 14th casino license in Indiana. Under the bill, Allen, DeKalb, and Steuben counties will compete for the opportunity to host a large-scale “destination development” project anchored by gaming facilities, dining options, and a hotel.

$500 Million Destination Investment

The legislation requires a minimum capital investment of $500 million, positioning the project as a significant economic driver for the region. Supporters argue that the new casino could generate approximately $330 million in annual revenue while creating thousands of jobs.

Sen. Justin Busch (R-Fort Wayne), the bill’s sponsor, highlighted the opportunity to strengthen Indiana’s competitive standing in the Midwest gaming market. Proponents contend that the development would help retain gaming dollars currently flowing to neighboring states such as Michigan and Ohio, reinforcing local economic growth and boosting state tax revenues.

The initiative reflects Indiana’s continued efforts to modernize and strategically expand its regulated gaming footprint through large-scale, tourism-oriented projects.

Legislative Adjustments Keep Steuben County in Contention

As approved by the Senate, the bill removes Wayne County from consideration and maintains operations at the Rising Star Casino rather than relocating its license. The revised framework leaves Allen, DeKalb, and Steuben counties competing for the new authorization.

Steuben County has already outlined a potential site near the I-69 and Indiana Toll Road interchange, underscoring the strategic positioning of the proposed development to attract both in-state and cross-border visitors.

While the bill encountered opposition over the removal of a local referendum requirement traditionally associated with casino approvals, the legislation now returns to the Indiana House of Representatives for a concurrence vote.

If enacted, the measure would mark a significant milestone in Indiana’s gaming expansion strategy, reinforcing its role as a key Midwestern jurisdiction in the evolving U.S. casino landscape.
