Italy: Political and public gambling sector clash over cash top-up limits

(Naples).- Industry leaders warn that the €100 cap on cash recharges could fuel illegal gambling and undermine the regulated market.
The regulation of gambling in Italy is facing growing tensions between policymakers and the legal gaming industry following the introduction of limits on cash top-ups within the PVR (Point of Sale Recharge) network.
The issue took center stage during the “Legal Gaming: PVR Registry and Recharge Limits” conference held in Naples, where operators, legal experts, trade associations, and institutional representatives gathered to discuss one of the most sensitive topics affecting the future of the regulated gambling sector.
At the heart of the debate is the €100 cap on cash recharges, a measure that industry stakeholders say could significantly impact the economic resilience of the PVR network, reduce the competitiveness of legal gambling, and disrupt the balance between regulated and illegal markets.
Participants emphasized that the PVR network is a structural pillar of Italy’s gambling ecosystem, involving thousands of businesses nationwide and playing a key role in both tax revenue generation and the protection of legality.
Industry representatives repeatedly warned that excessive restrictions on legal gambling channels risk pushing consumers toward unregulated alternatives, potentially leading to increased illegal activity and losses in public revenue.
Concerns were also raised over the lack of dialogue between the sector and public authorities, as well as the absence of clear justification behind the regulation. From a legal and academic perspective, critics argued that the measure reflects a restrictive rather than preventive approach, potentially harming legitimate operators.
From a political standpoint, speakers highlighted the broader economic and social implications, noting that the legal gambling sector supports tens of thousands of jobs and contributes significantly to state income. In this context, the industry is calling for a review of the regulation and the establishment of a constructive dialogue to ensure a balanced framework that protects both market sustainability and regulatory objectives.
