Lagos Introduces 5% Withholding Tax on Gaming Winnings to Strengthen Sector Oversight

(Lagos).- The Lagos State Government has commenced enforcement of a five per cent withholding tax on gaming winnings from licensed operators, marking a significant regulatory step aimed at enhancing transparency, compliance, and accountability within Nigeria’s rapidly expanding gaming industry.

The announcement was made in a public notice issued by the Chief Executive Officer of the Lagos State Lotteries and Gaming Authority, Are Bashir. The directive takes immediate effect and applies to all licensed gaming platforms operating within the state.

Automatic Deduction at Source

Under the new framework, the five per cent tax will be deducted at the point of payout on players’ net winnings. Licensed operators are required to automatically withhold the statutory amount before disbursing winnings and remit the collected tax to the Lagos State Internal Revenue Service.

According to Bashir, the measure aligns with existing Nigerian tax laws and regulatory directives governing the gaming sector. All licensed operators in Lagos have been formally instructed to begin compliance immediately.

Importantly, the withheld amount will serve as a tax credit for players, ensuring that the deduction is properly documented and recognized within the state’s tax framework.

Strengthening Compliance in a Growing Market

The policy forms part of Lagos State’s broader strategy to improve tax compliance and reinforce regulatory oversight in the gaming industry, which has experienced sustained growth in recent years.

As part of the updated requirements, players must provide their National Identification Number (NIN) in line with Know Your Customer (KYC) regulations. This move is intended to enhance transparency, strengthen player verification processes, and ensure accurate tax reporting.

Bashir emphasized that all deductions and remittances will be managed strictly by licensed gaming operators in accordance with regulatory standards. Players will receive their winnings net of the statutory deduction, with proper records maintained to support accountability and audit compliance.

Regulatory Clarity for Operators

Industry stakeholders view the measure as a step toward clearer fiscal structuring within the Lagos gaming ecosystem. By standardizing withholding procedures at the operator level, authorities aim to simplify tax administration while reinforcing responsible industry governance.

The enforcement underscores Lagos State’s commitment to structured growth in the regulated gaming market, balancing revenue generation with enhanced oversight and operational transparency.
