Montenegro Minister of Finance Highlights New Gambling Law as a Public Health Safeguard and Institutional Support Tool

(Podgorica).- The adoption of the new Law on Games of Chance in Montenegro is a clear sign that the state has the strength and will to regulate this area, announced Minister of Finance Novica Vuković. He said that public policies are created transparently, in the interest of citizens, the economy and the state, with an emphasis on the health and well-being of everyone, especially young people.
"After more than 20 years, Montenegro has adopted a new Law on Games of Chance. This is not just new regulation – it is a clear sign that the state has the strength and will to regulate this area," said Montenegro Minister of Finance Novica Vuković in his address on the occasion of the adoption of the new Law on Games of Chance. “There will no longer be room for advertisements that deceive citizens with fake gifts and quick profits.”
"Most importantly, this law protects the health of citizens. We are limiting the availability of games of chance to those who are most vulnerable, we are combating addiction and harmful social consequences, and institutions are finally given the tools to act preventively and responsibly," explained Vuković.
According to him, this law creates a safe and respectable environment, free from financial crime and ready for sustainable and responsible development. "We are bringing order to the field of advertising - there will no longer be a place for advertisements that deceive citizens with fake gifts and quick profits," added Vuković.
The Ministry of Finance, he said, has paid special attention to the protection of young people and has placed a clear ban on underage betting.
"The minimum distance between betting shops and schools has been increased, and for the first time, educational institutions are clearly defined. The protection of minors and the prevention of gambling addiction are priorities, as this is a serious public health problem that particularly affects the most vulnerable," he assessed.
He emphasized that online betting is now under greater control. “Through mandatory identification and digital surveillance, we prevent abuse, share orders, and monitor the flow of money. This makes the sector less vulnerable to money laundering and other abuses.”
He assessed that this was not a reform on paper, but a real step forward: "We are strengthening digital surveillance, introducing control over online betting, protecting minors and resolutely fighting the shadow economy and terrorist financing. The Ministry of Finance team continues to work resolutely, responsibly and in your interest," Vuković concluded.
