Signed into law by Governor Kelly Ayotte on June 30, the new legislation marks a major leap toward modernizing gaming while boosting state revenue and tightening regulatory controls.
New Hampshire Approves Unlimited Video Lottery Terminals
New Hampshire has recently taken a significant step in expanding its gambling industry. On June 30, Governor Kelly Ayotte signed legislation that permits casinos within the state to install an unlimited number of video lottery terminals (VLTs). This marks a notable shift in the state’s approach to managing both charitable and commercial gaming activities.
Overview of New Gambling Legislation
This development is part of a larger legislative package known as House Bill 2 (HB 2). The bill eliminates the previous limits on the number of VLTs casinos can operate and introduces new regulations for high-stakes poker and table game tournaments. All new gaming options require state approval and are subject to taxation: 5% on certain games and a 31% tax on VLT revenue. The funds collected will support the state’s general fund, addiction prevention programs, and nonprofit organizations collaborating with casinos.
Intentions and Implementation Timeline
Joe Sweeney, the legislator who authored the bill, emphasized that the update seeks to modernize charitable gaming responsibly. Although the law is now in effect, its full implementation will take several months as regulators establish detailed guidelines.
Enhancements to Responsible Gaming and Regulatory Oversight
In conjunction with the expansion, New Hampshire has consolidated its gambling self-exclusion initiatives into a single unified system, simplifying access to responsible gaming tools for residents. Additionally, the New Hampshire Lottery Commission has been renamed the New Hampshire Lottery & Gaming Commission, reflecting its broadened oversight of new gaming formats such as VLTs and historical horse racing.
Projected Revenue Gains and Allocation Plans
Supporters of the bill highlight its capacity to generate substantial new tax income for the state. VLTs, often likened to slot machines for their fast pace and popularity, are expected to become a reliable revenue source. Experts estimate the state budget could see an increase of up to $65 million annually from this expansion.
Governor’s Vision for Revenue Use
Governor Ayotte has expressed support for channeling gambling revenue to restore funding for first responder retirement plans as well as addressing broader budgetary requirements. Charlie McIntyre, Lottery Executive Director, noted that although the executive branch aims to produce these funds, lawmakers will determine their ultimate distribution.
Balancing Growth with Charitable Contributions
As New Hampshire embarks on this new era of gambling regulation, discussions continue about maintaining a balance between increasing state revenues and supporting charitable causes. Lawmakers, including Representative Daniel Popvici-Muller, have suggested that if gaming profits substantially grow, the allocation of funds to charities may be revisited.
