Online casino legalization and tax revenue to be obtained with new bill in Indiana

(Indiana).- Indiana is on the brink of a digital gaming revolution. Representative Ethan Manning introduced House Bill 1432. It's a proposal that would legalize online casinos across the state.

If the bill passes, residents of The Hoosier State would be allowed to play digital versions of poker, blackjack, and slots on their phones, computers, and other devices. Licensed riverboats and racetrack casinos would also be able to offer online casino games.

Representative Manning supports economic innovation and sees this bill as a way to boost state revenue while ensuring strong player protections.

What the New Indiana Online Casino Bill Proposes

In addition to legalizing online casinos, House Bill 1432 also puts a plan in place to generate tax revenue. Under the proposed bill, the state will tax online casino profits between 22% and 30%, based on the casino's earnings.

This system helps smaller operators compete and ensures the state receives a fair share. This tax rate is higher than New Jersey's and West Virginia's but lower than Pennsylvania's slot tax.

Cities and counties with casinos will receive some tax money. They can use this money for schools, public safety, and other community programs.

The HB1432 also creates a program to assist people with gambling problems, including treatment options, public awareness campaigns, and self-exclusion lists to help players manage their gambling.

What’s Next For House Bill 1432 in Indiana?

Experts believe Representative Manning is the right person to lead this effort. However, smaller casinos might oppose, particularly because a plan is already in the works to relocate its Rising Sun casino to a different part of the state, where it would be the only operator.

During his campaign, Governor Mike Braun said that he "expressed an openness to expansion and seems to have no philosophical concerns about bringing the Hoosier Lottery and casinos into the living room couch of every Hoosier."

This bill also comes at a time when the state will likely be looking for new revenue sources.

The first reading of HB 1432 will come on January 21, 2025. It will then move to the Committee on Public Policy for review.

Since real money online gambling isn't legal in the state yet, residents can play at sweepstakes casinos. These sites let players in the Hoosier State enjoy games like blackjack, slots, and poker on platforms that include Hello Millions, McLuck CasinoHigh 5 Casino, and  WOW Vegas.
