The Plenary of Deputies approves a Provisional Measure that modifies the sports betting law

(Brazil).- The Plenary of the Chamber of Deputies approved Provisional Measure 1.034 / 2021 last night, which increases the taxation of financial institutions and the chemical industry and limits the value of vehicles purchased at a discount by people with disabilities in order to offset the reduction in taxes on diesel and cooking gas.

The proposal entered the agenda as an 'extra agenda' on Wednesday 2, through an agreement of the "Colégio dos Líderes".


The drafter of the proposal, Deputy Moses Rodrigues (MDB-CE), accepted part of Amendment 73 from Deputy Hugo Motta (REPUBLICANOS / PB), which proposes the modification of the chapter of Law No. 13,756 / 2018, which deals with the modality of betting lottery with fixed odds or sports bets.


The goal is to improve sports legislation by changing the tax base to GGR (gross income minus prize paid to players). The drafter for the proposal rejected the suggestion of the author of the amendment on the destination of the prescribed premiums and the proposal to criminalize the conduct.


During the voting of the bill, the PT presented a Benchmark requesting the rejection of article 6 of the substitute of the PLV to the MPV 1034/2021, which deals with the modifications to art. 30 of Law No. 13,756 / 2018, on the fixed-quota betting lottery modality.


The leader of the PT, deputy Bohn Gass (PT-RS) even affirmed that the changes in the legislation would reduce the percentages of social projects linked to the modality and that health would also lose income if the changes contained in the replacement of the Provisional Measure. But in reality, today the government and legal beneficiaries do not charge a penny with the modality, since all operations are offshore.


The left (PSB, PT, PDT, PSOL, Novo, PCdoB, Citizenship and Rede) was guided by the elimination of article 6 of the substitute, which deals with sports betting, but the PT proposal was rejected by 291 votes to 127.


For this reason, the plenary session of the Chamber of Deputies approved Provisional Measure 1,034 / 2021 and the reforms that improve the sports betting law.


The deputy will be sent for analysis by the Plenary of the Senate.
