Wisconsin Moves Toward Statewide Online Sports Betting But Governor’s Decision Looms

Wisconsin lawmakers have approved a measure that could dramatically expand sports betting across the state, allowing tribal casinos to offer online wagering to users anywhere within state lines. The legislation, passed on March 17, marks a significant shift from the current system, where betting is limited to in-person wagers at select tribal properties. However, the bill’s future hinges on approval from Governor Tony Evers and would require renegotiated compacts with tribal governments before going live.
The proposal arrives amid a nationwide surge in sports betting, following the U.S. Supreme Court decision in 2018 that opened the door for state-level legalization. Since then, the market has expanded rapidly, with tens of billions wagered annually across regulated sportsbooks. If enacted, Wisconsin would join the majority of U.S. states offering online betting — now the dominant channel for consumers — and potentially unlock new revenue streams through its tribal gaming framework.
Under the plan, Wisconsin would adopt a “hub-and-spoke” model similar to that used in Florida, requiring all betting infrastructure to be located on tribal land. Supporters, including several tribes and the Milwaukee Brewers, argue the move would help capture revenue currently lost to offshore platforms and neighboring states like Illinois.
Still, major commercial operators have pushed back, citing federal rules that would require a significant share of revenues to go to tribes, making partnerships less economically attractive.
Even if signed into law, implementation is unlikely to be immediate. Similar rollouts in other states have taken months — or longer — due to regulatory processes and negotiations. Meanwhile, debates continue nationwide over taxation, market structure, and betting restrictions, particularly around collegiate prop bets amid integrity concerns raised by the NCAA.
For Wisconsin, the path forward may be clear in principle, but the timing — and final shape — of its online sports betting market remains uncertain.
