iGaming Ontario Appoints Joseph Hillier as New President and CEO

The Board of Directors of iGaming Ontario has announced the appointment of Joseph Hillier as the organization’s new President and Chief Executive Officer, effective September 8, 2025.

Hillier brings a strong background in the Ontario igaming market, along with extensive leadership experience across both the public and private sectors. He most recently served as Chief Strategy Officer and Corporate Secretary at the Alcohol and Gaming Commission of Ontario (AGCO), where he oversaw key strategic and regulatory initiatives in alcohol, cannabis, gaming, and horse racing.

Before his time at AGCO, Hillier was Chief of Staff to Ontario Attorney General Hon. Doug Downey, where he played a central role in developing and implementing Canada’s first private-sector-driven igaming market and in the establishment of iGaming Ontario. He also spent over a decade working in the financial and legal services industries.

The iGaming Ontario Board stated it looks forward to working with Hillier as he leads the organization to further strengthen Ontario’s igaming market. His priorities will include implementing an anti-money laundering system for operators and developing a centralized self-exclusion platform for players across the province.

The Board also extended its gratitude to David Smith, who has been serving as Interim President and CEO since the retirement of Martha Otton.
