Ireland and Nevada Sign Gambling Regulation Partnership

GRAI and Nevada Regulator Strengthen International Cooperation

The Memorandum of Understanding brings together one of Europe's newest gambling regulators and one of the world's longest-established gaming oversight bodies.

According to GRAI, the agreement is designed to facilitate collaboration, knowledge sharing and the exchange of regulatory best practices, particularly as online gambling markets continue to expand across multiple jurisdictions.

The partnership comes shortly after Ireland launched its licensing process for online and remote betting operators, increasing the importance of international cooperation in supervising cross-border gambling activities.

Focus on Online Gambling Regulation and Licensing

Both regulators highlighted the growing need for coordinated oversight of digital gambling platforms, where operators and consumers increasingly interact across national borders.

The agreement is expected to support collaboration in areas including licensing, regulatory supervision and responsible gambling policies, while strengthening efforts to address emerging challenges in the online gaming sector.

Consumer Protection at the Core of the Agreement

Anne Marie Caulfield, CEO of the Gambling Regulatory Authority of Ireland, emphasized the value of working alongside one of the industry's most experienced regulators.

"The knowledge and expertise that the Nevada Gaming Control Board have in terms of gambling regulation are very valuable to us in the GRAI."

She added: "We very much welcome the insight, guidance, and experience that the NGCB can provide to the GRAI as a newly established regulator, and I look forward to our continued partnership with the shared goal of consumer protection and public health and safety at the heart of operations."

Nevada Gaming Control Board Welcomes the Partnership

The Nevada Gaming Control Board also underlined the importance of strengthening international regulatory relationships as gambling markets continue to evolve.

NGCB Chairman Mike Dreitzer said:

"We are pleased to sign an MOU with the GRAI and look forward to sharing best practices with them and advancing our collaboration."

The agreement represents the first formal cooperation framework between the GRAI and a gambling regulatory authority in the United States, creating new opportunities for information exchange and regulatory coordination.

Expanding Global Regulatory Collaboration

As Ireland builds its modern gambling regulatory framework, partnerships with established international regulators are expected to play an increasingly important role in developing licensing standards, compliance practices and consumer safeguards.

The collaboration also reflects a broader trend among gambling regulators to strengthen cross-border cooperation in response to the continued growth of online betting and gaming markets.

Representatives of both organizations previously met during ICE 2026 in Barcelona, where GRAI's Rebecca Coen and Anne Marie Caulfield were photographed alongside NGCB Chairman Mike Dreitzer, highlighting the growing relationship that has now been formalized through the Memorandum of Understanding.
