PAGCOR issues renewed warning on deceptive gaming certifications

(Philippines).- PAGCOR has issued a fresh warning regarding fraudulent gaming certifications reportedly linked to Lucky 7 Bingo Corporation, an entity holding a valid E-Games venue license.
The Philippine Amusement and Gaming Corporation (PAGCOR) warned the public against fraudulent gaming certifications allegedly tied to Lucky 7 Bingo Corporation, a company currently operating a legitimate E-Games venue license.
According to reports received by PAGCOR, Lucky 7 Bingo Corporation has been engaging in contract agreements with individuals under the guise of offering “guidance and support to potentially earn Php50,000 through the Lucky 7 Bet Lottery Platform.”
As part of the bogus agreement, bettors are required to make an upfront initial cash deposit of Php3,000.
PAGCOR clarified that the license referenced in these agreements is a fake offshore gaming license since all offshore gaming operations have been officially banned in the Philippines since December 31, 2024.
“While Lucky 7 Bingo Corporation is a legitimate licensee for E-Games venue operations as of April 30, 2025, it does not hold any valid offshore gaming license,” according to Atty. Jessa Fernandez, head of PAGCOR’s Offshore Gaming and Licensing Department.
“The license presented in said agreements is fake, and any engagement based on it is fraudulent,” she said. “We strongly advise the public to exercise due diligence when engaging with entities claiming to be PAGCOR-accredited.”
She said that official inquiries about PAGCOR licenses should be made only through PAGCOR’s website (www.pagcor.ph) or through trunkline numbers +632 8521-1542 / +632 8522-0299.
“We urge the public to remain vigilant and always verify the legitimacy of a PAGCOR-licensed gaming entity before entering into any agreements or making any form of payment,” she said.
Earlier this year, PAGCOR also issued advisories regarding the proliferation of fake websites and fraudulent Viber messages impersonating top PAGCOR officials.
