Macau Projects 2026 Casino GGR to Hit US$29 Billion

(Macau).- New fiscal budget signals steady tourism recovery and cautious optimism for the gaming sector.
The Macau government’s newly released 2026 fiscal budget forecasts the city’s casino gross gaming revenue (GGR) to reach MOP236 billion (US$29.43 billion) next year. This projection reflects a 3.5% increase from the revised estimate of MOP228 billion for full-year 2025, adjusted earlier due to softer-than-expected gaming performance between November 2024 and April 2025.
According to the budget document, Macau’s tourism and gaming industries have shown notable improvement, with monthly casino GGR exceeding MOP20 billion for four consecutive months from May through August 2025. Authorities expect this positive tourism momentum to extend into 2026.
Despite the rebound, the government emphasized that the 2026 GGR forecast remains conservative, citing global economic uncertainties and the principle of fiscal prudence. The forecasted GGR will serve as the core basis for the region’s upcoming fiscal planning, which is set for review by the Legislative Assembly.
For 2026, gaming tax revenues are expected to reach MOP92.53 billion, including MOP82.60 billion from the 35% special gaming tax on GGR. Additional levies bring the effective tax rate to around 40%. The budget also projects MOP150 million in tax income from commissions paid to licensed gaming promoters, commonly known as junkets.
