Philippines Gaming Revenue Declines 20% in Q2 2026 Amid Challenges

(Manila).- The Philippines' overall gaming sector experienced a 20.3% drop in gross gaming revenue (GGR) compared to the same period last year, pulling in PHP88.14 billion (US$1.45 billion) in the second quarter of 2026.
Gaming Revenue Drops 20% to $1.45 B in Q2 2026
The Philippine gaming sector – including non-casino operations – produced gross gaming revenue (GGR) of PHP88.14 billion (US$1.45 billion) in the second quarter of 2026, 20.3-percent lower than in the prior-year period.
GGR was up 0.6 percent sequentially, according to a press release issued on Monday by the country’s gaming regulator, the Philippine Amusement and Gaming Corp (Pagcor).
The decline was largely driven by “weaker revenues” in the electronic gaming sector, which saw revenue down 37.2 percent from a year ago, to PHP39.85 billion in the three months to June 30, the agency stated.
The segment encompasses e-bingo, e-games, bingo grantees, and onsite and off-site poker, as per Pagcor’s classification. It accounted for circa 45.2 percent of aggregate GGR in the April to June period.
E-Gaming Slump and Inflation Drag Down Philippine Q2 Gaming Revenue
The announcement cited Pagcor’s chairman and chief executive, Alejandro Tengco, as saying: “The decline was driven by several factors, including the impact of inflation and the geopolitical crisis in the Middle East, which weighed on consumer spending, particularly on discretionary activities.”
The country’s licensed commercial-sector casinos were the biggest contributors to second-quarter GGR, at PHP45.37 billion, up 2.9 percent from a year earlier. The figure represented circa 51.5 percent of total GGR in the reporting period.
Pagcor-controlled casinos – under its network of Casino Filipino venues – brought in nearly PHP2.91 billion in GGR in the three months to June 30, a 5.4-percent decline from the prior-year period. The network accounted for 3.3 percent of total revenue in the period.
Mr Tengco said in his prepared remarks: “Pagcor remains committed to implementing measures that will help increase GGR and further strengthen the industry’s performance.”
He added: “We will continue working with our stakeholders to ensure that the gaming industry remains a meaningful contributor to nation-building.”
Pagcor reported in late July a 26.6-percent year-on-year decline in its total revenue for the first half of 2026, citing weaker earnings from the electronic gaming segment.
In June, Mr Tengco suggested the country’s GGR could decline by as much as 19 percent in 2026, citing geopolitical tensions in the Middle East and their effect on consumer spending.
