Conacom calls for expansion on sports betting

(Asunción).- The National Competition Commission (Conacom in spanish) identified a series of conditions that limit free competition in the call for the exclusive exploitation of sports betting, in charge of the National Gambling Commission (Conajzar in Spanish).
The National Competition Commission (Conacom), whose president is Rolando Díaz, published on its website its opinion on the rules of the call for the award of the "sports betting" game, in charge of the National Gambling Commission (Conajzar). Specifically, on the bidding rules and conditions (PBC) of the tender held in 2022.
Conacom identified a series of conditions that it considered to limit free competition and suggested "to take measures to improve the bases and conditions in the next bidding procedures for games of chance, in order to promote more participation of eligible bidders".
As for the barriers identified, Conajzar stipulated a high cost for the acquisition of the PBC, the purchase of which is mandatory for interested parties to participate in the process.
Furthermore, Conajzar excluded international bidders and did not consider their experience in consortium with local companies, and established high parameters to evaluate the financial solvency of the bidders.
It also excluded persons denounced for the crime of exploitation of clandestine games. Conacom suggested to Conajzar that this item be replaced on the basis of a concluded administrative procedure.
In addition, it noted that the number of premises available to the bidder for the collection of bids should be taken into account in the evaluation.
All of these observations were denounced at the time by businessmen in the sector, who indicated that, as a whole, the call for tenders was directed towards the then concessionaire, Apostala SA, which was finally re-awarded the contract.
