(Fort Lauderdale, SoloAzar Exclusive).- As part of SBC Summit Americas 2025, held from May 13 to 15 in Florida, the panel "The Role of Laboratories and Certifications in the Latam Industry" focused on the importance of technical standards and certification in the industry. Here are some of the highlights.

The panel “The Role of Laboratories and Certifications in the Latam Industry” ​​included   Kleber Paz , president of Caixa Lotteries of Brazil; Esmeralda Britton González, president of the Social Protection Board of Costa Rica and first vice president of Cibelae; Martín García Santillán, general manager of Lotba; and Claudio Ossandón, commercial manager of the Concepción Lottery of Chile, all moderated by Rodrigo Cigliutti, executive director of Cibelae.

Cigliutti began by explaining that "we're going to talk about the importance of certification: this seal of quality that lotteries give us that certifies or verifies that something is being done correctly." He also emphasized that these are "four countries with different realities and how each participant views it from their public bodies."

Chile

 In this regard, Claudio Ossadón emphasized that " for us, it's tremendously important. It's a fundamental tool that we're already using permanently with all the certifications Cibelae has, and it generates an internal cultural change within the company. In the case of the areas, for example, we have, among others, the responsible gaming certification, which covers topics as varied as research, design with collaborators, referral to treatment, and in the case of the levels, you can start from level zero to find out how much I have left to obtain a certification."

Argentina

For his part, Martín García Santillán explained that " the certificate is the result of standardization and is fundamental for both the private and public sectors.   The City of Buenos Aires has 24 jurisdictions, and certification, or standardization, or homogenization of processes is fundamental not only for the role of the regulator, but also a permanent demand from the regulated sector, in this case, the gaming platforms and operators. Because I believe that one of the biggest headaches that gaming operators in Argentina have is the multiplicity of requirements or standards that the different jurisdictions require of them. Fortunately, in Argentina, there is ALEA, which helps to amalgamate, organize, and standardize these criteria. Then come the certifications, which are also required in Argentina, and Cibelae could take charge at the regional level. We still have to look for those common areas where the governability of each country does not come into play."

Costa Rica

Then it was Esmeralda Britton González 's turn  who explained that “in the area of ​​responsible gaming it has been quite an experience and what referred to the certifications was to become aware of everything we had to do to be able to reach, in the case of the WLA certification, level 2 and involve the entire organization in that process since it is not an aspect of one or two people but rather a team of people who had to review what the standards of these certifications were that create homogeneity at the country level and I think this also makes it easier for operators who go to Costa Rica and have to do one thing and then go to Argentina or Bolivia and have to do other things, but there is already a parameter that they have to align themselves with based on what the regulator and the certifications establish.”

Brazil

Finally, Kleber Paz  took the floor and explained that “as the only operator in Brazil, it is important to mention that we have been operating lotteries in Brazil for 63 years. We were born within a financial institution, Caixa Económica Federal, and last year a spin-off of the financial institution's operation began for a subsidiary, a company that today we call Caixa Loterías. This business, which is being migrated from Caixa Banco to Caixa Loterías, is a business with more than $4 billion in annual gross revenue.”

He also highlighted that "Being a state lottery, we have a very strong social mission and almost half of our revenue is allocated to social assistance. Our payout is around 33%, which is relatively low, with very high social activity in social areas alone. In 2024, we are targeting R$12 billion. In 2024, I was talking to someone from the sports marketing segment. Last year, we targeted R$1.8 billion just for esports in Brazil. So, we have been operating for 63 years, but at the same time, we are young for the Brazilian market."
