At the 23rd Gambling Symposium of the University of Hohenheim, Ronald Benter, board member of the Joint Gambling Authority of the Federal States (GGL), emphasized that the evaluation of the treaty must focus on two key objectives: combating illegal gambling and preventing an increase in problem gambling.
The GGL highlighted that the introduction of unified procedures for online gambling in 2021 successfully channeled most operators into a regulated market, with a channelization rate of 77% scientifically confirmed. Progress was also noted in tackling illegal online gambling and in the need for cooperation with other stakeholders such as payment providers and public prosecutors.
Regarding gambling addiction prevention, recent studies show stable gambling behavior in Germany, with no significant increase in problem cases since 2023. The findings of three studies commissioned by the GGL will be incorporated into the final report, which legislators will evaluate to determine necessary regulatory adjustments.
