Digital infrastructure strengthens trust in Brazil’s regulated betting market

(Rio de Janeiro).- The development of a robust technological infrastructure was highlighted as one of the key pillars for the functioning of Brazil’s regulated betting market during the panel “Building the Digital Infrastructure in Brazil’s Regulated Market,” held at the SBC Summit Rio event. The debate brought together representatives from the government, operators, and technology companies to discuss data monitoring, digital security, and consumer protection.

Digital infrastructure strengthens trust in Brazil’s regulated betting market

Among the participants was the Federal Data Processing Service (Serpro), responsible for developing part of the technological infrastructure that supports the country’s betting oversight system.

Large-scale monitoring

During the panel, the Undersecretary of Monitoring and Enforcement at the Ministry of Finance, Fabio Macorin, explained that one of the main challenges for the Secretariat of Prizes and Betting (SPA) was to quickly structure a system capable of overseeing a newly regulated and highly dynamic market.

According to him, the regulator can already monitor both company operations and bettor behavior within the platforms.

“Today we are able to visualize both company operations and user behavior, identifying patterns and potential outliers that indicate the need for regulatory action,” he stated.

The scale of the system is also impressive in terms of data volume. In 2025 alone, the first year of operation of the monitoring database, around 253 billion records were received, highlighting the technological scale required to oversee the new regulated market.


 

Public technology at the core of regulation

Representing Serpro, business superintendent Elaine Kato emphasized that the functioning of the market depends on a technological foundation capable of securely connecting regulators, operators, and certified laboratories.

According to her, behind betting platforms there is a complex technological ecosystem responsible for ensuring continuous integration, information security, and data governance.

The executive presented the Betting Management System (Sigap), developed by Serpro for the Secretariat of Prizes and Betting. The platform centralizes the reception and monitoring of information sent by authorized operators.

According to Kato, the system was developed based on three fundamental principles: information security, interoperability, and data governance, ensuring that regulatory rules are effectively applied in the digital environment.

Tools focused on responsible gaming

Among the solutions integrated into the system is the Centralized Self-Exclusion Platform, implemented in December 2025. The tool allows users to voluntarily request the blocking of their participation in regulated betting.

Currently, around 340,000 self-exclusions are active in the system.

Another important feature is the Restricted Individuals Module, which performs automatic checks to prevent the registration of people who receive social benefits, such as the Bolsa Família program and the Continuous Cash Benefit (BPC).

According to Serpro, approximately 900,000 beneficiaries of these programs have already been blocked, preventing funds intended for social inclusion from being used for betting.

Technological adaptation by operators

On the operators’ side, Casa de Apostas CIO Lívia Troise said that 2025 was marked by an intense process of adaptation to the regulatory and technical requirements imposed by Brazil’s new legislation.

According to her, certifications ensure that games and systems are auditable and traceable, undergoing tests conducted by independent laboratories.

Even so, Troise emphasized that bettor protection mainly depends on continuous monitoring of operations within the platforms.

“What truly protects users is what happens after certification: each operator’s ability to monitor behavior within the platforms and act quickly when something deviates from the expected pattern,” she explained.

Next stage: efficiency and user experience

According to the executive, the sector is now entering a new phase. After the initial period of adaptation to the rules, the challenge will be to transform the regulatory and technological structure into more efficient processes and a better user experience.

Today, opening an account on regulated platforms can take between five and ten minutes, due to the identity and security checks required. According to Troise, this time may create friction for licensed operators and open space for illegal platforms that do not follow these rules.

Regulating the technological chain

Another point discussed during the panel was the need to also regulate the technology providers that make up the betting ecosystem.

For Joelson Vellozo Jr., director of public policy at identity verification company Unico, the security of a digital market depends on the robustness of the entire technological chain.

He noted that defining regulatory criteria for identity verification providers — known as KYC (Know Your Customer) systems — creates a minimum standard of quality and security for the sector.

“The challenge now is to maintain a balance between security and innovation, ensuring market integrity without compromising the capacity for technological evolution,” he concluded.

The panel was part of the SBC Summit Rio program, an international event for the betting and online gaming sector held in Rio de Janeiro on March 4 and 5. Serpro also participated in the exhibition with a stand dedicated to technical dialogue with companies and industry specialists.
