CEsp to debate bills banning bets advertising

(Brasilia).- The Sports Commission (CEsp in original portuguese) will discuss in a public hearing the bill that prohibits the advertising of fixed odds betting services, known as bets (PL 2.985/2023) and the proposal that prohibits athletes and celebrities from advertising sports betting platforms (PL 3.405/2023).

Presented by senators Carlos Portinho (PL-RJ) and Jorge Kajuru (PSB-GO), the requests to discuss these two issues were approved on Wednesday (12).

The author of PL 2.985/2023 is Senator Styvenson Valentim (PSDB-RN). In his justification, he argues that, given the economic power accumulated by gambling companies, the legislature must act to establish limits to this activity. Portinho is the rapporteur of this text.

Bill 3.405/2023 is authored by Senator Eduardo Girão (Novo-CE) and has a similar purpose. The rapporteur is Senator Sérgio Petecão (PSD-AC). The bill includes in the law regulating betting the prohibition of advertising of sports teams, athletes, former athletes, as well as presenters or commentators of any sport and any media. It also prohibits the advertising of celebrities, digital influencers or any other person, as defined by regulation, who can influence the behaviour of a significant number of people.

The term bets is an abbreviation of the English word betting which, in the digital context, refers to online platforms that offer betting services. Petecão, Girão and Senator Romário (PL-RJ) also called for a deeper debate on the issue.
Portinho called for the debate to take place in April, preferably in the Senate plenary, and for people with all positions on the issue to be invited.

CEsp president, Senator Leila Barros (PDT-DF), said she would endeavour to meet the requests and said she would expedite the matter.

Rules for Athletes

At Girão's request, the Cesp on Wednesday postponed the vote on a bill that would oblige sports competition regulations to establish procedures and rules aimed at safeguarding the image and dignity of athletes in the event of injuries during matches. Bill 3.742/2024, by Senator Jorge Kajuru (PSB-GO), has Girão's favourable opinion, but he has asked for more time to improve the matter.

Career transition

Also at Portinho's request, the CEsp postponed the vote on a bill that obliges sports training organisations to raise awareness among athletes in training about the time constraints of a sports career and career transition planning. Bill 4.439/2024 is by Leila Barros and has the favourable opinion of the rapporteur, Senator Jorge Kajuru (PSB-GO).

Portinho argued, however, that he needs more time to study the text.
