Ceuta’s Online Gambling Boom Drives 12% of GDP and Surging Public Revenue

Ceuta has reinforced its position as a strategic hub for Spain’s online gambling industry, with the sector now accounting for 12% of the city’s GDP, according to official government data. Authorities highlighted the industry’s growing role as a key driver of economic expansion, job creation, and public revenue.

The numbers

Since the introduction of tax incentives in 2018, more than 55% of Spain’s licensed online gambling operators have established a presence in Ceuta. This shift has attracted companies that previously operated from jurisdictions such as Malta and Gibraltar, significantly increasing local economic activity.

The impact on employment has been substantial. Social Security registrations in Ceuta have risen by 58% between 2001 and 2026—well above the national average of 41%. Currently, the online gambling sector generates 1,228 direct jobs, with estimates suggesting that each direct role creates an additional indirect position, effectively doubling its influence on the local labor market. Salaries in the sector remain aligned with the national average, supporting job quality alongside growth.

Economically, the sector’s footprint has become structural. The ten largest companies based in Ceuta generate a combined turnover of €6.34 billion and account for 78% of tax revenues from firms that previously paid taxes abroad.

Public finances have also seen a dramatic transformation. Before the tax reduction measures, gambling tax revenues stood at just €258,000 annually. Today, they exceed €20 million per year, making the sector one of Ceuta’s primary sources of internal income.

Officials emphasized that these benefits are tied to strict requirements, including the obligation for companies to establish fiscal residency in Ceuta and ensure that at least 50% of their payroll is based locally—measures designed to guarantee tangible economic integration within the city.
