Education, Culture and Sports Commission approves eSports regulation in Brazil

(Brasilia).- The Commission of Education, Culture and Sport (CE) approved the Senate Bill 383/2017, which proposes the recognition, promotion and regulation of electronic sports (called e-sports) in Brazil. The text now goes to the Chamber of Deputies, if there is no appeal to analyze the proposal in Plenary.

Electronic sports are competitive activities that involve video games, computers and other equipment. According to the project, the electronic sport, when practiced in a professional manner, will observe the national and international norms accepted by the sports administration entities.


 


For the author of the project, Senator Roberto Rocha (PSDB-MA), offers sports disputes in virtual environments, as well as traditional sports, means of "socialization, fun and learning". The senator points out that the practice can contribute to improve the intellectual capacity and strengthen the reasoning and motor skills of the participants. And he stressed that electronic games should not be confused with electronic sports, the real purpose of the proposal.


 


The EC spokesperson, Senator Eduardo Gomes (MDB-TO) recommended approval of the text as a letter from the Commission on Science, Technology, Innovation, Communication and Information Technology (CCT). There, the substitute, made by Senator Davi Alcolumbre (DEM-AP), then member of the collegiate body, reformulated the original text to make it more harmonious with the provisions of Law 9.615, of 1998, which establishes general rules on sport.


 


Source of income


 


Eduardo Gomes explained that electronic sport is today a source of income for thousands of athletes around the world, who have had their careers in football, volleyball and other sports that often close early. With the development of electronic sports games, it is possible to see families gathered even in gyms, around competitions, generating income and resources. The rapporteur stressed that electronic sports are not just violence, as he said, he wanted to believe the video presented in the commission by Senator Eduardo Girão (Podemos-CE).


 


The speaker presented two improvements. He withdrew from the proposal, considering it an addiction to insult, the creation of Electronic Sport Day. And he complied with the suggestion of Eduardo Girão, so the game with violent sexual content that spreads a message of hate, prejudice or discrimination or that advocates the use of drugs is not considered an electronic sport. This classification, however, will be made by presidential decree.


 


"It is not a law that will define which game can be played, even because it would be illegal, to define that a company that builds a game can and can not play another. The objective of the law is more authoritarian, and the presidential decree will define the limits of each one," explained Roberto Rocha.
