Finnish Gambling Legislation Finally Approved: A Long-Awaited Reform Takes Shape

(Helsinki).- After years of preparation and debate, Finland’s new gambling legislation is finally ready. The long-anticipated reform, which introduces a license-based gambling system, has completed its parliamentary process and now awaits only the President’s formal signature later this year.
Although the Finnish government initially hoped Parliament would approve the legislation before the 2025 summer recess, discussions were postponed until autumn. At times, it even seemed the final decision might be delayed until 2026. Fortunately, the approval process is now complete, and the overall implementation schedule remains largely intact.
Why the Parliamentary Process Was Delayed
The delay was mainly caused by constitutional concerns and disagreements over the implementation timetable. Importantly, there was no serious political opposition to reforming Finland’s gambling system itself.
Differences between political parties focused on responsible gambling measures versus commercial opportunities. The current right-wing government emphasized business viability, while left-wing parties pushed for stricter responsibility requirements. This divide was reflected in two dissenting opinions:
The Left Alliance proposed restarting the legislative process entirely.
The Green Party suggested adding more responsible gambling provisions.
Ultimately, Parliament voted decisively 153–21 in favor of the Administrative Committee’s report, demonstrating broad political consensus on the reform.
New Timeline and Key Implementation Dates
The new Finnish Gambling Act introduces a clear roadmap:
January 1, 2026 – The law officially enters into force
March 1, 2026 – Gambling license applications open
July 1, 2027 – Transition to a fully license-based gambling system
July 1, 2028 – Introduction of the B2B gambling software license
The delay of the go-live date from early 2027 to mid-2027 also impacts regulatory oversight. Until June 30, 2026, the National Police Board will remain the supervisory authority. After that, responsibility will transfer to the new Licensing and Supervision Authority under the Ministry of Finance.
Finland’s Gambling Market: Highly Attractive and Competitive
Finland represents a high-value gambling market with a strong focus on channelisation. The new system aims for a channelisation rate of approximately 90%, ensuring most gambling activity occurs within the regulated framework.
The legislation seeks to balance:
Consumer protection and responsible gambling
Sustainable business conditions for licensed operators
Major industry stakeholders—including the Finnish Gambling Industry Association, PAF, and Veikkaus—have expressed general satisfaction. While some smaller operators remain critical, there is currently no strong evidence suggesting structural flaws in the system.
What Changed During Parliamentary Debate?
No major changes affecting business opportunities were introduced during parliamentary discussions. However, one significant improvement concerns search engine marketing.
Licensed operators are now permitted to advertise:
Their brands
Their games
in online search engines when the search terms directly reference the license holder or its products. In practice, this allows the legal use of platforms such as Google Ads, significantly expanding digital marketing opportunities.
Why Finland Appeals to Gambling Companies
Finns are among the highest gambling spenders per capita globally, historically ranking within the top three and likely still within the top ten.
Key market advantages include:
Strong digital sales channels
Retail availability for betting products
Broad mass-media advertising opportunities
Relatively flexible sponsorship rules
There are no fixed caps on gambling volume. Players must set deposit limits per operator, but there is no maximum ceiling. This framework is likely to trigger a surge in gambling marketing during the first year of the new system, followed by stabilization at lower levels—based on international experience.
Opportunities and Risks for Gambling Operators
While the reform creates attractive commercial opportunities, it also carries risks:
Excessive advertising could trigger negative public opinion
Public support for gambling remains crucial in Finland
Effective enforcement against unlicensed operators is essential
Sweden provides a cautionary example, where limited enforcement has allowed “black market” operators to gain market share. Finland must avoid repeating this mistake to ensure the success of its licensing system.
A Unique Market That Requires a Local Strategy
Finland’s gambling market has distinct characteristics. Finnish players differ significantly from those in neighboring countries such as Sweden. As a result, operators should avoid copying foreign operating models.
Success in Finland will require:
A market-specific customer approach
Strong local partnerships
Adaptation to Finland’s technical and regulatory environment
