(Illinois).- A Democratic-backed bill in the Illinois House aims to revise the state’s lottery law and introduce new rules for using credit cards in gambling.

Sponsored by Reps. Curtis Tarver and Marti Deuter in the Chicago area, HB 4149 would prohibit the use of credit cards in a gambling game and would not allow ATMs located within the casino to distribute cash advances on credit cards. 

Additionally, the bill would prohibit “a person from selling a lottery ticket or share on a credit basis.”

“No person shall sell a ticket or share at a price greater than that fixed by rule or regulation of the Department,” the language of the bill reads. “No person other than a licensed lottery sales agent or distributor shall sell or resell lottery tickets or shares. No person shall charge a fee to redeem a winning ticket or share. No person shall sell a lottery ticket or share on a credit basis.”

Illinois' neighbor to the west, Missouri, does allow credit card cash advances, however, there are several provisions in place and a credit card cash advance must be transacted by a cashier with a valid ID. 

Nerd Wallet adds, “Brick-and-mortar casinos don’t typically accept credit cards yet — though they’re working on it. They instead offer ATMs that can accept credit and debit cards to dispense cash.”

The bill comes six months after the Illinois Gaming Board adopted new rules that include a ban on credit card use to place sporting bets. Several other states have adopted similar rules and a report from the Consumer Financial Protection Bureau shows cash advance rates have spiked as online sports betting has come to fruition. 

In 2023, cash advance rates in Kansas and Ohio exceeded more than 1%, followed by Missouri, which came in just shy of 0.8%. 

“Sports gambling, particularly through online sports betting platforms, is now legal in 38 states, with nearly $120 billion wagered last year,” the CFPB wrote in December 2024.
