(Springfield).- The Illinois Senate Executive Committee is set to consider legislation that would formally recognize gambling disorder under the state’s Substance Use Disorder Act, marking a significant step toward expanding prevention and treatment resources.
State Senate Bill 2749, sponsored by Democratic Sen. Julie Morrison, proposes amending the existing framework to include individuals experiencing gambling-related harm. The measure is scheduled for a hearing at the state capitol, where Morrison will present the proposal alongside expert witnesses David Schwartz and Matthew Slade.
Integrating Gambling Disorder Into Public Health Policy
If enacted, SB 2749 would require the provision of services such as counseling, referrals, and other supportive interventions for individuals affected by gambling disorders. The bill outlines a coordinated approach involving the Illinois Department of Human Services and the Illinois State Board of Education to develop instructional materials focused on prevention and awareness.
By embedding gambling disorder within the existing substance use framework, lawmakers aim to align behavioral addiction treatment with broader public health strategies. Supporters argue the move would strengthen early intervention efforts, reduce stigma, and ensure more consistent access to care.
Reflecting an Evolving Gaming Landscape
Illinois has experienced significant expansion in legal gaming options in recent years, including sports betting and casino development. Advocates of the bill say modernizing the state’s public health statutes is a proactive response to that growth, ensuring safeguards evolve alongside the regulated market.
The proposed collaborative education initiative would also introduce structured prevention programming, equipping schools and community organizations with standardized resources to raise awareness about gambling-related risks.
For the gaming industry and policymakers alike, SB 2749 represents a continued emphasis on responsible gambling infrastructure—integrating treatment, education, and regulation into a comprehensive policy approach. The committee’s deliberations could signal broader momentum toward recognizing gambling disorder as a core public health priority within Illinois’ legislative framework.
