Taiwan Busts $1B Money Laundering Network Linked to Macau Casinos

(Taiwan).- Authorities dismantle sophisticated scheme using credit card overpayments and money mules to funnel illicit funds through Macau’s gaming sector
Taiwanese authorities have dismantled a major money laundering operation linked to casinos in Macau, which processed approximately NT$330 billion (around $1 billion) in illicit funds within just one year, according to local reports.
The investigation, led by the Criminal Investigation Bureau, revealed that the scheme was orchestrated by a 31-year-old suspect who recruited individuals to act as money mules. The network exploited credit card overpayment mechanisms to move funds offshore via casino transactions. The case has since been formally indicted by the Yunlin District Prosecutors’ Office following coordinated arrests across the island.
According to investigators, the group collaborated with the Jiuzhou casino gambling network to channel illegal proceeds abroad. The operation used shell company accounts to funnel funds into personal credit card accounts as overpayments, effectively inflating credit limits. Recruited participants then traveled to Macau, where they used the cards to purchase casino chips that were quickly converted back into cash.
Participants received commissions ranging from 1% to 2%, along with travel incentives and reward points. In one notable case, a single money mule processed NT$19 million (approximately $575,000) in transactions within just 10 days.
Authorities estimate the network laundered NT$330 billion between mid-2024 and mid-2025. Law enforcement carried out four waves of raids across northern, central, and southern Taiwan, resulting in 20 arrests and the seizure of key evidence
