"There is no protection for bets in the Chamber", says Hugo Motta in defense of removing the Cide-Bets from the Anti-Crime Bill

(Brasília).- In another chapter of the legislative debate over Brazil's regulated betting market, the President of the Chamber of Deputies, Hugo Motta (Republicanos-PB), emphasized that the exclusion of the so-called Cide-Bets from the Anti-Crime Bill did not represent any form of protection for operators. According to him, the decision was based on technical criteria and the need to preserve the viability of a sector currently undergoing regulation.
In an interview with Metrópoles, Motta explained that the proposal to create a new specific tax on online betting, previously introduced by the Senate, was deemed unfeasible by the Chamber.
Legal certainty and the fight against illegality
According to the Speaker, the estimated annual revenue of R$ 30 billion attributed to the Cide-Bets lacked technical backing. In his view, beyond overestimating potential revenue, the measure could have created distortions within the regulatory environment.
"Under no circumstances did we intend to protect the betting operators. We approached the debate with honesty, and the Chamber's decision was to remove this levy introduced by the Senate precisely because of its technical incompatibility, because we had already increased betting taxes, and in order not to encourage illegality in a sector that is just beginning to become legalized in the country", he stated.
The remarks reinforce the Chamber's position of prioritizing a tax framework considered sustainable for a segment that is currently undergoing regulatory consolidation in Brazil. According to Motta, imposing an additional tax burden could encourage operators to migrate to the informal market, undermining efforts to structure a fully regulated industry.
Stability for the regulated sector
The Speaker's position signals institutional concern with building a balanced environment for online betting, a sector that has recently advanced in its regulatory process in Brazil.
By removing Cide-Bets from the bill, the Chamber aims to avoid tax overlap and ensure predictability for operators that have chosen to operate within the established legal framework. For the market, the decision represents a move in favor of legal certainty and the strengthening of the regulated segment — a key factor in attracting investment, expanding formalization, and combating irregular operations.
