Ukrainian legal gambling market: rapid development in early 2025

(Ukraine).- In January-March 2025, the state budget received UAH 5.4 billion of tax payments from gambling businesses, which is 20.4% more than in the same period of 2024.

This result is not only evidence of the growth of the industry, but also an indicator of how the legalisation of gambling can become a significant source of revenue for the state budget.

The legalisation of gambling in Ukraine was a necessary step to create a transparent and controlled market. After the adoption of relevant laws and the formation of regulatory bodies, conditions were created for the development of this sector on a legal basis. Investors were able to operate in a relatively stable legal environment, which had a positive impact on revenue growth and tax revenues. This also created conditions for the operation of legal companies, which continue to operate actively despite all internal and external challenges.

If current trends continue, 2025 has every chance of becoming a record year in terms of taxes and licence fees collected from legal gambling organisers. We are already seeing a steady increase in state budget revenues, which is an important factor in difficult times for the country's economy, especially against the backdrop of the ongoing war. According to forecasts, if the market continues to develop in the same direction, the amount of taxes may exceed previous records.

However, it is important to note that the gambling business not only fulfils its fiscal obligations but also actively supports socially important initiatives and helps the state to fight. In addition to paying taxes, organisers also make a significant contribution to the support of the Armed Forces and the implementation of humanitarian initiatives. The legal gambling business actively finances the purchase of equipment for the army and meets the humanitarian needs of war-affected regions.

The Ukrainian legal gambling market is demonstrating increasing efficiency every year. Its achievements are the result not only of consistent work of regulators and businesses, but also a conscious approach to social responsibility. In times of war, when every contribution counts, the gambling industry is becoming an important and reliable partner in the process of rebuilding the country. This is an additional confirmation that the legalisation of gambling in Ukraine is not only an economic step, but also a strategic decision that can bring both economic and political benefits to the country.
