Monitoring Report Spring 2026: Market Development Remains Stable

(Netherlands).- The growth of the legal online gambling market has stagnated. This is evident from the new spring 2026 monitoring report by the Gambling Authority (Ksa). The number of licensed operators, the GGR they generated, the number of players, and player channelization remain almost the same as in the previous autumn report. However, there is an increase in the number of player accounts.

Monitoring Report Spring 2026: Market Development Remains Stable

The gross gaming revenue (GGR, stakes minus prizes paid) for the second half of 2025 was €602 million. Six months earlier, it was €600 million. Online GGR is stable, at around €100 million per month. Compared to 2024, GGR has fallen by about 18%.

Number of players and accounts 

The number of accounts used per month has risen again: in the second half of 2025, an average of 1.38 million accounts were active per month. In the first half of 2025, this number was 1.29 million. This increase is likely due to the introduction of the net deposit limit in October 2024, which allows players to wager less per account without having to share income data.

Since one player can have multiple accounts, the number of players is lower than the number of accounts. The Ksa estimates that in the second half of 2025, about 500,000 people played per month.

Illegal market

About 91% of Dutch gamblers play only with legal operators. This channelization rate has remained stable in recent years. When looking at channelization in terms of money, however, it is significantly lower: 53%. After a correction of the figures from the previous report, this percentage is higher than the earlier estimate of 49%. The decline in channelization can be explained by several factors, such as newly introduced player protection rules. The Ksa suspects that players suffer much higher losses with illegal operators than with legal ones, because they receive little or no protection there.

Losses 

The average monthly loss per player has decreased since the introduction of protective measures, but in the second half of 2025 it did increase slightly compared to the beginning of that year. At the start of 2025, the average loss per player was €117 per month, while at the end of 2025 it was €124 per month. This takes into account that players use multiple operators and may not be active every month.

Young adults (18 to 24 years old) accounted for 22% of the accounts used in the second half of 2025. This is relatively high, as they make up only 9.3% of the adult population. However, they lose less money per player account than adult players: €34 per month compared to €73 for adults. Compared to the total player population, young adults participate relatively more in sports betting.
