Asserting that Ireland won't be a sanctuary for illicit financial activities, Harris revealed this strategy just as a major crypto summit convenes at the White House amidst the stalling of the Clarity Act in the US Senate.
By initiating this comprehensive AML strategy, Ireland is directly targeting offshore corporate entities and the digital asset space. Finance Minister Simon Harris emphasized that this move is a necessary countermeasure against modern criminal syndicates that utilize advanced tech and complex international financial networks to conceal illegal profits. The government is already putting the strategy's five main pillars into action—focusing on national coordination, thorough risk evaluation, robust regulatory frameworks, skill building, and international cooperation—across various agencies and private sectors.

A primary focus of the new regulations is on businesses providing crypto-asset services. To prevent the anonymous transfer of funds, firms must now carry out intensified background checks on transactions linked to unhosted or private crypto wallets. Additionally, Irish companies face stricter due diligence mandates when partnering with international digital asset firms.

Regulators are set to demand greater transparency regarding corporate ownership, specifically targeting high-risk entities and limited partnerships to uncover true beneficial owners and prevent criminal exploitation. The strategy also prioritizes the modernization of financial intelligence tools to better combat sanctions evasion and cyber-fraud, while fostering stronger communication between governmental and financial supervisory bodies.
