Unites States Gaming Industry Strengthens Responsible Gambling Efforts with Updated Regulations

(Washington, D.C).- The American Gaming Association’s 2025 guide highlights expanded state-level rules, voluntary industry initiatives, and new trends in responsible gaming, from self-exclusion programs to advertising restrictions and employee training.

Unites States Gaming Industry Strengthens Responsible Gambling Efforts with Updated Regulations

Responsible gaming is a key focus of the U.S. gaming industry, aimed at ensuring that gambling remains a safe and entertaining activity while minimizing the risk of problem gambling. 

The American Gaming Association (AGA) has released an updated Responsible Gaming Statutes and Regulations Guide covering 38 states and Washington, D.C., where commercial casinos, sports betting, or internet gaming are legal as of January 31, 2025.

The guide serves as a reference for industry stakeholders, lawmakers, and researchers. It does not include tribal gaming operations, which are governed by tribal authorities. While the guide outlines legal requirements, the industry often goes beyond regulations by voluntarily implementing stronger responsible gaming practices, including education, research funding, employee training, and advertising restrictions.

Some key trends and measures include:

Mandatory responsible gaming plans in most jurisdictions.

Universal self-exclusion programs allowing players to ban themselves from gambling.

Advertising restrictions to avoid targeting minors and vulnerable groups.

Wager and time limits in online and mobile gaming.

Limits on extending credit to players.

Funding for treatment and research related to problem gambling.

Required training for gaming staff.

Alcohol service restrictions on gaming floors.

Since the last update in 2022, several states have added or strengthened regulations, especially around sports betting and iGaming, with a focus on advertising, data use for intervention, and increased funding for problem gambling services.
