Cambodia Closes 91 Casinos in Massive Cybercrime Crackdown

(Phnom Penh).- Nationwide raids on scam hubs follow diplomatic pressure from China, with over 13,000 foreigners deported and hundreds of operations dismantled.
Cambodia has shut down 91 casinos accused of facilitating online scam operations, marking a major escalation in its nationwide crackdown on cybercrime networks. The move comes as authorities intensify enforcement efforts amid growing pressure from China and other regional partners.
According to government figures, more than 250 suspected scam centres have been raided over the past nine months. The crackdown has also led to the deportation of 13,039 foreign nationals from 33 countries linked to fraudulent online activities. In parallel, nearly 242,000 people voluntarily left the country between mid-January and April 19 as enforcement measures tightened.
The latest actions follow a high-level visit by Chinese Foreign Minister Wang Yi to Phnom Penh, where he met Prime Minister Hun Manet on April 22. During the meeting, Wang called for stronger measures to combat cross-border gambling and online fraud, warning that such networks pose a serious threat to public safety and regional stability.
The issue has become a key focus in relations between China and Cambodia, with Beijing pushing for greater regional coordination to dismantle transnational cybercrime operations.
Authorities have identified a number of casinos as central hubs for scam activities, highlighting the growing overlap between land-based gaming venues and illicit online operations. The crackdown underscores Cambodia’s efforts to reposition itself as a more tightly regulated market while addressing international concerns over fraud networks operating within its borders.
