Ban on betting advertising in Brazil could generate R$ 842 million impact on Series A clubs

(Brasília).- The bill currently under consideration in the Senate, which proposes banning sports betting advertising nationwide, has raised alarm within Brazilian football. The text, which amends the Sports Betting Law, has already been approved by the Senate’s Science and Technology Committee (CCT) and will now move on for review by the Constitution and Justice Committee (CCJ).
If the measure is approved, the estimated financial impact would exceed R$ 842 million among clubs in Brazil's top division. Currently, around 60% of the teams in the elite division maintain sponsorship agreements with betting operators, consolidating the sector as one of the main revenue sources for Brazilian football.
Among the clubs sponsored by betting companies that would be directly affected are Flamengo (Betano), Fluminense (Superbet), Botafogo (Vbet), Palmeiras (SportingBet), Corinthians (Esportes da Sorte), São Paulo (Superbet), Red Bull Bragantino (Betfast), Chapecoense (ZeroUm), Cruzeiro (Betnacional), Atlético Mineiro (H2Bet), Vitória (7K Bet) and Remo (Vaidebet).
Financial sustainability under debate
In 2025, Brazilian clubs released a joint manifesto warning that banning betting companies and their advertising activities could result in annual losses of up to R$ 1.6 billion, jeopardizing the financial sustainability of national football.
The proposal establishes broad restrictions, including the broadcasting of advertisements on TV, radio, newspapers, magazines, social media, sports broadcasts, events, and even the pre-installation of apps on electronic devices.
According to Bernardo Cavalcanti Freire, legal advisor to ANJL and partner at Betlaw, the debate should prioritize combating abusive advertising and illegal operators rather than adopting a total ban on the sector. Industry experts argue that the regulated market represents a significant source of tax revenue, investment, and professionalization, operating under clear compliance and integrity rules.
The bill's progress in Congress reignites the discussion about regulatory balance, consumer protection, and the preservation of essential revenues for Brazil's sports ecosystem, which currently relies on the betting sector as a strategic partner for financing and development.
