California Cardrooms Challenge Blackjack Ban as Regulatory Clash Intensifies

(California).- A coalition of cardrooms has moved to halt new state regulations that would prohibit blackjack-style games and impose stricter operational rules, escalating a long-standing conflict over the boundaries of California’s regulated gambling market.
Led by the California Gaming Association, the group has filed for a preliminary injunction in San Francisco Superior Court seeking to delay the implementation of rules issued by the California Department of Justice (CADOJ). The regulations, originally set to take effect on April 1, target games deemed too similar to house-banked casino offerings—activities reserved exclusively for tribal operators under state law.
At the center of the dispute is blackjack, a key revenue driver for cardrooms, which the new framework would effectively eliminate from their gaming floors. The rules also introduce tighter requirements for the player-dealer model, mandating that the role rotate among at least two additional players every 40 minutes. If no participant assumes the position, the table must be closed, adding operational friction that operators argue could further erode profitability.
Industry stakeholders warn that the combined impact of these measures could significantly disrupt the cardroom segment. According to estimates cited in the regulatory analysis, the sector could face losses of up to $68 million in projected revenue. Operators also point to broader economic consequences, including reduced municipal tax income and potential job losses across multiple jurisdictions.
Legal action from the cardroom sector has intensified in recent weeks, with multiple lawsuits filed in March challenging the legality of the new rules. The plaintiffs argue that the regulations reinterpret decades of established legal frameworks governing cardroom operations, creating uncertainty around permissible game formats and business models.
Operators on the ground have raised concerns about business continuity under the proposed changes. Industry representatives indicate that some venues are already evaluating downsizing strategies or potential closures if the rules are enforced without modification.
On the other side of the debate, tribal gaming representatives have backed the Department of Justice’s position, emphasizing that the measures are necessary to uphold California’s legal structure, which grants tribes exclusive rights to operate house-banked casino games. From their perspective, the new rules represent long-overdue enforcement rather than a policy shift.
State authorities have defended the regulatory process, noting that it included stakeholder consultations, public hearings, and a review of more than 1,600 public comments before final adoption. Cardrooms, however, maintain that the outcome fails to reflect industry realities and threatens a segment that has operated under a distinct legal framework for decades.
While the court considers the request for an injunction, cardrooms face a parallel compliance timeline, with a deadline of May 31 to submit operational adjustment plans.
