(Kyiv).- The European Gaming and Betting Association supports the creation of a unified EU standard for gambling harm markers, marking a major step toward consistent player protection and responsible gaming across Europe.

EGBA Backs New EU Standard to Strengthen Player Protection and Responsible Gambling

The European Gaming and Betting Association (EGBA) has endorsed a major step toward a unified European approach to player protection and harm prevention in gambling. The association announced its support for the initiative to standardize gambling harm markers across EU member states, a milestone that reinforces the principles of responsible gaming throughout the continent.

The decision to adopt a common European standard was made on September 25 during a voting session organized by the European Committee for Standardization (CEN). For the EGBA, this outcome reflects years of collaboration among governments, researchers, operators, and standardization bodies.

The EGBA emphasized that this is more than a technical measure — it is a clear signal of Europe’s shared commitment to combat gambling addiction and safeguard players’ rights.

What Are Gambling Harm Markers?

Harm markers are tools designed to detect risky gambling behavior and prevent the onset of addiction. They analyze patterns such as betting frequency, spending fluctuations, emotional changes, or late-night play, helping operators identify at-risk players early.

With the introduction of this standardized system, these indicators will now be harmonized across all EU member states. This will enable operators to monitor risk behavior more effectively, respond in real time, and allow regulators to maintain stronger oversight of gambling companies.

Years of Development and Collaboration

The new standard was developed over several years with the participation of experts from psychology, technology, and regulatory fields. The French standardization body AFNOR led the coordination efforts in partnership with CEN.

Although the framework is based on scientific research, it was shaped by best practices from leading European gambling operators, ensuring that it remains both evidence-based and practical. This initiative marks the first coordinated European document defining shared principles for identifying risk and preventing gambling-related harm.

Implementation and Long-Term Impact

The standard is expected to receive official approval in early 2026. While its adoption will remain voluntary, experts believe that most operators will participate — motivated by reputation, transparency, and a stable regulatory environment built on consistent EU-wide rules.

In the long term, standardized harm markers could lead to a pan-European system for monitoring gambling behavior, enabling early detection of at-risk players and supporting research-driven policy development in responsible gaming.

Toward a Unified and Responsible European Gambling Framework

This initiative shows that European gambling regulation can balance innovation with player safety, creating a model that prioritizes the well-being and dignity of players. It also serves as an example for other nations — including Ukraine, which could benefit from adopting a similarly structured and forward-thinking approach to gambling regulation.
