Florida House Committee Advances Sweeping Gambling Reform Bill to Floor Vote

(Florida).- A wide-ranging gambling reform measure that would strengthen penalties for illegal gaming operations, formalize the status of fantasy sports contests, and reinforce oversight of the Florida Gaming Control Commission has cleared its third House committee, moving closer to a full floor vote.
House Bill 189 (HB 189), sponsored by Rep. Dana Trabulsy (R–Fort Pierce), was approved by the Commerce Committee on Tuesday in an 18-5 vote. While a date for a floor vote has not yet been set, the legislative session is scheduled to conclude on March 13.
Expanded Enforcement and Regulatory Oversight
HB 189 proposes a series of significant changes to Florida’s gambling framework. Among its core provisions, the bill would elevate certain illegal gambling activities — including unauthorized slot machine operations — to third-degree felonies. It also introduces new criminal offenses, including measures targeting corruption linked to sports betting.
The legislation strengthens oversight and ethics requirements for the Florida Gaming Control Commission (FGCC), including restrictions preventing commissioners from accepting certain gambling-related employment within a specified period after their tenure.
Additionally, the bill tightens licensing rules and ownership disclosure standards, removes ownership interest thresholds for changes in pari-mutuel permits, and revises earlier language to allow local municipalities to enact their own gambling-related ordinances.
In a notable development for the state’s gaming landscape, HB 189 would also formally legalize fantasy sports contests.
Alignment With Tribal Compact and Revenue Protection
During committee testimony, Trabulsy underscored the importance of maintaining integrity within Florida’s regulated gaming market and preserving the framework established under the 2021 compact between the state and the Seminole Tribe of Florida. The agreement granted the tribe a monopoly over sports betting and casino-style gambling in exchange for substantial revenue-sharing commitments.
“The Seminole Tribe paid the state of Florida, over the course of five years, $2.5 billion,” she said, referencing the revenue-sharing arrangement. “And when we have illegal activity happening where taxes are not being paid to the state, it’s just an unfair playing field, and it’s unintended.”
Trabulsy also remarked — half in jest — that she had lost approximately $600 while researching illegal gambling operations, highlighting concerns about the proliferation of unauthorized machines.
Legislative Path and Industry Implications
Tuesday’s vote marked the bill’s third successful committee stop. It previously advanced from the Criminal Justice Subcommittee on January 14, where lawmakers debated its potential impact on veterans organizations operating slot-style “amusement games.” Under HB 189, such organizations would be permitted to seek certification from the FGCC.
The proposal was also approved by the Industries & Professional Activities Subcommittee on November 25, 2025.
If enacted, HB 189 would represent one of the most comprehensive updates to Florida’s gambling laws in recent years, with implications for enforcement, compliance standards, tribal-state relations, and the broader competitive environment within the state’s regulated gaming sector.
