Gambling Operators Unite to Promote Responsible Practices and Combat the Black Market

(Montenegro).- In Montenegro, where gaming is among the most tightly regulated industries, operators emphasize that their main priority is to reinforce collaboration with key institutions — including the Ministry of Finance, the Gaming Authority, the Tax Authority, the Police, the Central Bank, and other relevant bodies — to ensure responsible operations and safeguard the sector against illicit activities.
The new work program of the Group of Game Organizers at the Chamber of Commerce (PKCG) represents a key strategic step towards the systematic and coordinated improvement of the work of that sector.
The Vice President of the Group, Miloš Lalević, announced that the recent adoption of the Work Program for the period of this and next year marks the beginning of a stronger institutional approach, based on dialogue, transparency and professional standards.
As he said, the Group remains committed to building a stable, orderly and predictable regulatory framework.
"The gaming sector is one of the most strictly regulated in Montenegro, which is why our priority is to strengthen partnerships with the Ministry of Finance, the Gaming Authority, the Tax Authority, the Police Authority, the Central Bank and other competent institutions," Lalević pointed out.
He, as announced by the PKCG, emphasized that the full effects of the legal framework can only be achieved through continuous, professional and open dialogue and mutual understanding.
Lalević specifically pointed out that, in light of the new legal framework, the state still faces one of the most complex challenges, the fight against the black market in games of chance.
"This black market, thanks to the development of technologies, the easy availability of illegal online platforms, and insufficiently efficient normative and institutional control mechanisms, remains a dominant problem and a serious threat to fiscal revenues, public interest, and user safety," Lalević warned.
While the legal sector operates under the strictest rules and supervision, the black market, as he pointed out, operates outside the regulatory and tax frameworks, which creates a serious risk for both the state and citizens. "That is why strong institutional action in this area is of key importance," Lalević emphasized.
Speaking about the standards of responsible gaming, Lalević announced that the Group will continue to promote the prevention of risky behavior patterns and the protection of users, through cooperation with the non-governmental sector, professional organizations and local governments. "Responsible hosting is not just a legal obligation, but a common social interest," he said.
Lalević also emphasized that the Group will intensify cross-border cooperation, because the best models of combating the black market, stronger regulatory transparency and supervision are being developed today precisely through international networks of regulators and industry associations.
He also pointed out the importance of strengthening internal cohesion among the members of the Group, emphasizing that a unified, well-coordinated and professional approach by the industry represents a strong foundation for effectively representing the interests of organizers and improving the overall reputation of the sector.
"By adopting the Work Program, the Group confirms its full commitment to transparent and responsible organization of games of chance in the new regulatory environment. We will continue to be a constructive partner to institutions and a reliable interlocutor to the public," concluded Lalević.
