New Virginia Bill Targets Credit Card Ban in Sports Wagers

(VIrginia).- Virginia’s General Assembly is weighing House Bill 515, which would block credit card payments for online sports wagers. The measure is tied to broader efforts to tighten gambling rules and safeguard consumers.

New Virginia Bill Targets Credit Card Ban in Sports Wagers

Virginia lawmakers are considering a proposal for online sports betting within the state. House Bill 515 (HB515), introduced by Marty Martinez, would prohibit the use of credit cards for online sports betting transactions. This is part of a broader discussion around gambling regulation and consumer protections in Virginia.

Why lawmakers are targeting credit cards for sports betting

By allowing bettors to wager with borrowed money, credit card payments increase the risk of financial harm and problem gambling.

Unlike debit cards or bank transfers, credit cards can enable users to place bets without immediately feeling the financial impact, potentially leading to accumulated debt, missed payments, and long-term financial stress. Lawmakers and consumer advocates have raised concerns that this disconnect makes credit cards particularly risky as a gambling payment method.

The proposal also aligns Virginia with a growing number of states that have already limited or banned credit card use for gambling transactions. Regulators in those jurisdictions have pointed to responsible gambling principles, noting that restricting credit cards can act as a guardrail by encouraging bettors to wager only with available funds.

By removing credit cards as a funding option, the bill aims to reduce excessive betting behavior while still allowing access to sports wagering through other payment methods.

Prominent operators like DraftKings have already removed credit cards as a payment method, while states like Illinois and Massachusetts have also imposed a ban.

Virginia aiming to regulate online casinos as well

In addition to potentially removing credit cards as a payment method, Virginia is aiming to legalize online casinos and ban sweepstakes casinos.

The goal is to create a regulated environment that not only generates tax revenue for the state but also emphasizes player safety.

What’s next for HB 515

After its introduction in the 2026 legislative session, HB 515 will now move through the standard review and committee process in the Virginia General Assembly.

Lawmakers will debate the measure in relevant committees, where stakeholders from industry groups, consumer advocates, and regulatory agencies may provide testimony or feedback. Amendments could be proposed during this period, potentially refining the language or scope of the credit card restriction before it reaches a full chamber vote.

If the bill advances out of committee, it must be approved by both the House of Delegates and the Virginia Senate before being sent to the governor for signature or veto. Throughout this process, supporters and opponents alike will likely continue to raise arguments around consumer protection, economic impact, and responsible gaming.

The timeline and ultimate fate of HB 515 will depend on how these discussions unfold during the current legislative session.
