Washington State Senate Approves Bill to Allow Betting on In-State College Teams

(Olympia).- The Washington State Senate has passed legislation that would legalize sports betting on in-state college teams, sending the measure to the House for further consideration and potentially expanding the scope of the state’s regulated wagering market.
Currently, sports betting in Washington is permitted only at tribal casinos or via mobile apps that function exclusively while users are physically located on casino property. Betting on Washington-based college teams, however, remains prohibited under existing law.
Senate Bill 6137 seeks to lift that restriction, allowing wagers on teams such as Gonzaga University, University of Washington, and Washington State University.
Safeguards for Student-Athletes
Importantly, while the bill would authorize betting on in-state college teams, it explicitly prohibits wagers on individual athletes. Lawmakers backing the proposal say the restriction is designed to reduce risks related to athlete harassment and integrity concerns, aligning the framework with responsible gaming principles.
Supporters argue that residents are already placing bets on local college programs through offshore or unregulated platforms, creating consumer protection gaps and leaving potential tax revenue untapped.
“Currently, Washingtonians are placing bets on schools like these but are doing them on illicit or grey market avenues,” said State Senator Adrian Cortes. “We need to ensure we protect student athletes and properly regulate sports betting on in-state college teams.”
Balancing Regulation and Responsibility
Opponents have voiced concerns about the broader cultural and ethical implications of expanding wagering to include local college programs, questioning the potential pressure placed on student-athletes even without individual prop betting.
Despite those reservations, the Senate’s approval marks a significant step in the evolution of Washington’s sports betting landscape. If the House passes the measure and it is signed into law, the change would take effect 90 days after the legislature adjourns in March.
For the U.S. gaming industry, the bill reflects a continued trend toward refining and expanding existing sports wagering frameworks—favoring regulated oversight over unlicensed markets while introducing targeted safeguards to address athlete welfare and integrity concerns.
